Zewe was Portmaster of Monaco Bay Hold during the Ninth Pass.
Retired Masterfisher Idarolan asked dragonriders to warn Portmaster Zewe to ring the dolphins' bell and get any ships in harbor out to sea, where they should be safe during the Fireball Flood.
Later, T'gellan told Talina to take four wings to Monaco Bay to warn Portmaster Zewe and to start moving people to safety.
In order protect the dolphins' bell after it was no longer needed, Zewe took it down.
